1. Half of Rin's soul is locked away in the sword he carries around sometimes. Specifically the demon half. Because he's half-demon and his demon inclinations were locked away in his sword to make him look and act more like a human.
Also Rin is the son of Satan. That is definitely something that Lucifer could pick up on.
2. Demons definitely exist, and religious stuff works against demons (like, holy water burns them), but there has been no actual confirmation of if God (and angels and such) are real or not. Generally fans assume they are, but that is still just an assumption. So I'd say 'yes' for now, because Blue Exorcist is a monthly series and we probably won't get confirmation one way or the other for like five years.

Godly: He was raised by a Catholic priest so he knows all about the religion and probably believes in God, but day-to-day he's not particularly pious. So overall I'd put it at like a 4/10.
Ungodly: WELL I MEAN. HALF-DEMON? But at the same time he's not specifically trying to do anything ungodly, it's more that he's just doing whatever he wants and sometimes that's not particularly holy. So probably a 4 or 5/10.
